Die roll 3,4 = Weather 5

Die roll 5,6 = Weather 4

Zone of control movement costs are:

Enter an enemy ZOC: foot, motorized +2, ski +1

Exit an enemy ZOC: ski no penalty, foot +1, motorized +2
